Symposium on Air Conditioning and Cooling

 

The Symposium on Elimination of HCFC and Energy Saving and Efficiency in Air Conditioning and Cooling took place in Dic Star hotel in Vung Tau City on 13th December, 2016.

 

The Symposium was organized by PMU of the project namely Management of the Elimination of HCFC in Viet Nam, phase 1 under management of Ministry of Natural Resources and Environment in collaboration with Science and Technology Society of Air Conditioning and Cooling in Viet Nam and the Department of Refrigeration Engineering of Ho Chi Minh City University of Technology (HCMUT).

 

Attending the Symposium were representatives of the project, Department of Metrohydrology and Climate Change, Science and Technology Society of Air Conditioning and Cooling in Viet Nam, Department of Refrigeration Engineering of Ho Chi Minh City University of Technology (HCMUT) together with lecturers, researchers and experts coming from universities in Southern Vietnam, from enterprises specialized in relevant fields.

 

There were more than 20 papers accepted on refrigerants, energy saving and efficiency and CO2 emission reduction for the Symposium. Due to the time limit, only 10 papers were, however, presented at the Symposium while the others would be handed over to each participant.

At the Symposium, Mr. Lương Đức Khoa – Deputy Head of Climate Change Office, Department of Metrohydrology and Climate Change gave his presentation on (i) Montreal Protocol on substances that deplete the Ozone layer and plan for elimination of HCFC in Viet Nam; (ii) Changed technologies on air conditioning production in the period of 2017 – 2022. Prof. Dr. Lê Chí Hiệp Head of Department of Refrigeration Engineering of Ho Chi Minh City University of Technology (HCMUT) presented the topic about refrigeration engineering and air conditioning given the tendency of the elimination of unfriendly environmentally refrigerants. Furthermore, there were still other eight presentations by the other authors at the Symposium.

In Viet Nam, HCFC-22 is used in air conditioning systems in households, freezing storages and central cooling systems; HCFC-141b for heat-insulating sponge production; HCFC-123 for central cooling systems while HCFC-225 is for cosmetic and medical device production.

 

Bilateral Fund implementing the Montreal Protocol has given financial support to developing countries that takes into consideration on the amount of HCFC eliminated given pricing according to the alternative technologies and fields.  

 

The Plan of the elimination of HCFC in Viet Nam in the period of 2012-2017 has been granted US$10 million. In the period of 2017-2022, the project with the total grant of US$15 million aims at eliminating 1,000 tons of HCFC-22 while the next period of 2023-2030 with the possible grant of over US$10million is to eliminate 1,500 tons of HCFC-22.

In order to eliminate HCFC, some strategic solutions have been put forward including authorized import of HCFC upon quota with the decreasing amounts in line with timelines of HCFC elimination; inauthorization of the newly founded enterprises that produce devices using HCFC; limit on authorized expansion of enterprises that are using HCFC; limit on newly installed equipment using HCFC in aquaculture (i.e. enterprises with cooling devices using HCFC are not authorized to export their products to Europe or the U.S.A.); since 2022, possible stop of imported devices using HCFC-22,...

 

In the period of 2017-2022, each manufacturer might transform air conditioning devices using HCFC-22 with refrigerating capacity under 24.000 Btu/h into these using HFC-32, HC-290, or convert into R-410A.

 

In Viet Nam, imported air conditioning equipment accounts for a big amount, mainly from China, Thailand and Malaysia. Since 2017, Thailand and Indonesia will stop manufacturing air conditioning devices using HCFC-22. It is projected that in the coming years, air condition devices using HFC-32 will constitute the significant proportion of air conditioning equipment markets in Viet Nam.  

 

In the period of 2018-2022, via vocational schools nationwide, air conditioning equipment suppliers will organize training courses on HFC-32 and HC-290 uses. Roughly 20 vocational schools will be provided with teaching and learning equipment on explosive refrigerants. Some organizations in air conditioning field will be also provided on free of charge basis with kits that use HFC-32 and HC-290 refrigerants.

   

Discussion among participants

 

The Symposium offered a common platform for participants who can meet and exchange information, ideas and local experiences about elimination of HCFC, energy saving and efficiency in air condition and cooling.

Giving closing address, Prof. Dr. Lê Chí Hiệp expressed sincere thanks to participants for their very active discussion, idea contribution and presentations that are believed to strengthen activities of HCFC elimination, energy saving, CO2 emission reduction and energy efficiency in air condition and cooling.
